POSITION DESCRIPTION  

Job Title:                                President
Reports To:                            Dakota Certified Development Corporation Board of Directors
Supervises:                             Dakota Certified Development Corporation Staff

Job Summary:

Due to retirement, Dakota CDC is seeking applications for the President. The primary responsibility of the President of Dakota Certified Development Corporation (DCDC) will be to serve as the face of DCDC to its constituency and provide an environment that all Dakota CDC employees can realize their potential. 

The incumbent will be responsible for all Dakota CDC programs and operations. 

The incumbent will participate in developing strategies to maintain DCDC’s reputation as a leader in small business lending in North Dakota.

The incumbent will ensure compliance with Agency (SBA & USDA Rural Development) rules & regulations and manage the loan portfolio. 

The incumbent must exhibit a personal desire to serve and foster a positive, high performance and collaborative environment. 

Job Qualifications include but not limited to:

  • Bachelor’s degree in Accounting or Finance or related business discipline and 3 years of commercial credit and/or commercial loan underwriting experience, or equivalent related experience and/or training.
  • Knowledge of and practicing accounting and lending principles, marketing and sales principles and credit analysis.
  • Ability to evaluate, underwrite and close SBA 504 loans, Rural Development IRP loans and SBA micro-loans.  
  • Knowledge of regulations, statutes, rules pertinent to commercial lending, SBA 504 and micro loans and Rural Development IRP loans.
  • Desire to develop subordinates’ career growth.
  • Ability to provide guidance on structuring loans to assist constituency in fostering economic growth.
  • Ability to facilitate collaborative and cooperative working relationships internally and externally to accomplish DCDC’s mission.
  • Ability to multi-task with great organizational skills and establish priorities to meet deadlines.
  • Proficient in using a personal computer.
  • Excellent written and verbal communication skills.
  • Self starter.
  • Must be able to travel

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  It is DCDC’s intent to provide exemplary service thus other duties and responsibilities may be assigned and deemed to be included in this position description.

  • Reviews all loan packages prior to forwarding them to the Dakota CDC Credit Committee.
  • Ensures loans are in compliance with SBA or USDA Rural Development rules and regulations.
  • Monitors the performance loan portfolio.
  • When necessary contacts delinquent borrowers to negotiate a remedy and/or develop liquidation plans when appropriate.
  • When necessary assists borrower in developing a plan for orderly repayment of a Dakota CDC loan.
    • When necessary contacts lenders and applicants to obtain information for loan applications and to answer questions about the process and resolve ambiguities.
    • Stays abreast of new loan programs and other financial services and products to assure DCDC maintains its’ reputation as a leader in small business financing.
    • Markets and promotes Dakota CDC programs to all lenders, small businesses, and economic development professionals.
    • Coordinates and schedules work assignments to meet established priorities while ensuring Dakota CDC provides superior service to its constituents.
    • Evaluates and verifies performance of subordinates through the review of completed work assignments and work techniques to maintain a harmonious work environment while enhancing office efficiencies.

Physical Demands are minimal although there will be situations where the incumbent may have to do lifting and carrying.

Work Environment is that of an office situation with direct contact with customers and regulatory agencies.
